MidAtlantic is a civil, environmental, marine engineering, architecture and surveying firm dedicated to providing our clients with a comprehensive suite of consulting services.

Our Leadership Team

Louis Zuegner

A founding principal of the firm, Louis Zuegner has been active in the engineering and consulting field for the past 30 years. His expertise covers a wide variety of land use and engineering disciplines both as a Professional Engineer and Professional Planner. Louis has worked with educational and institutional facilities, private developers, publicly traded corporations, not-for-profit groups, and various governmental agencies including counties, municipalities, development agencies, and housing authorities.

Project design experience has included preparation of residential and commercial site plans and subdivisions; class-B recycling centers; recreational parks, athletic fields, and inter-modal linear trails; re-development of urban infill and contaminated and restricted use properties; affordable housing communities; healthcare campus expansions; and youth, charter school, & higher education campuses. Louis brings particular expertise to urban redevelopment and has been involved with writing various planning and redevelopment documents and reports.

William Parkhill

A founding principal of the firm, William Parkhill is a Professional Engineer who has been active in the engineering and consulting field since 2003. In that time, his varied experiences included residential and commercial development and redevelopment. He has supervised and administered engineering design teams and construction inspectors. Project design experience has included preparation of residential and commercial site plans and subdivisions; Linear Utility Infrastructure Capital Improvement projects; Residential Affordable Housing Construction Administration; Urban infill and Redevelopment.

Prior to his engineering career, William spent significant time in the residential construction industry, which has provided him with real-world construction experience. The hands-on construction experience coupled with a continued desire to learn and grow as an engineer sets William apart from the competition. William brings particular design and project management expertise to residential and commercial development with a strong knowledge of value engineering and construction management. William has been a leading consultant responsible for the development of more than 1,500 affordable housing units.

John Kerber

John, a Professional Engineering and Licensed Site Remediation Professional, is the founder of the environmental group at MidAtlantic, a principal of the firm, and MidAtlantic’s environmental practice leader. Since 1990 John has been a consulting environmental engineer for the investigation, monitoring, and remediation of contaminants in air, ground water and soil. He is responsible for client and regulatory interaction and coordination, supervision of field personnel and the planning, implementation, and reporting of all manner of environmental investigations. John’s experience includes the conduct and management of ISRA Compliance, Phase I and II Environmental Site Assessments, Preliminary Assessments, Site Investigations, Remedial Investigations, workplan preparation and implementation, permitting, remedial actions, underground and aboveground storage tank management, health and safety plan preparation and implementation, air monitoring, construction monitoring and management and handling of hazardous and nonhazardous materials.

As the practice leader, John’s role ranges from oversight and coordination with other service areas to detailed technical review and quality assurance. This wide range of experience allows John to build the best possible team to complete your projects.

Stuart Lewis

Stuart is the founder of the marine services group at MidAtlantic, a principal of the firm, Professional Engineer, and MidAtlantic’s marine practice leader. Stuart has 20 years of experience completing waterfront development and rehabilitation projects in the New York/New Jersey Harbor, the greater Camden/Philadelphia area, up and down the east coast, in the Caribbean, great lakes region, and gulf coast. This experience includes structural inspection, designing, resident engineering services, developing and implementing inspection databases and Geographic Information Systems (GIS), and Ferry landing design and logistics. He has conducted numerous above and underwater investigations of marine facilities throughout the Eastern and Western United States. He has extensive experience in recognizing biological, chemical, and mechanical deteriorations in timber, concrete and steel elements.

Stuart is certified in the use of surface supplied air diving equipment and is trained to perform underwater inspections per guidelines of the American Society of Civil Engineers (ASCE) for Professional Engineer divers and inspection methods of the U.S. Navy. Stuart has experience with all aspects of underwater investigations. His duties as a marine practice leader include managing teams for waterfront inspections and structural analysis for structures such as relieving platforms, seawalls, bulkheads, anchorages, and piers for private and public clients. He has been a team leader managing emergency response teams to perform rapid level post event condition assessments. Stuart is highly proficient in preparing inspection reports, cost estimates, developing repair recommendations and generating contract drawings.

Robert Larsen

Robert, Registered Architect and Professional Planner, is the founder of the architecture services group at MidAtlantic, and MidAtlantic’s architecture practice leader. Over the past 25 years, Robert has accumulated a broad professional experience including conceptual site design, master planning, development coordination of various commercial and residential developments, and is experienced supporting ground up new construction development as well as refitting and reuse projects throughout New Jersey. Robert focuses on maintaining close relationships with clients and planners who are passionate about their projects, the impact they will have on the community, and the people the projects will serve.

Suzanne Warren

Suzanne Warren is a Professional Land Surveyor and Certified Floodplain Surveyor with more than 35 years of land surveying experience. She serves as MidAtlantic’s Survey Department Manager and is responsible for client interaction as well as coordination and management of our day-to-day survey operations. She has extensive experience in boundary analysis, industrial, commercial, and residential development surveys, subdivisions, ALTA Land Title Surveys, wetland surveys, topographic surveys, and heavy highway and bridge construction survey services. Suzanne has experience as an expert witness, recently receiving a favorable determination in an adverse possession case. She continues to embrace new technology, and training, and prides herself on the quality of her department’s operations.

Joseph Mele

Joseph Mele is a Professional Engineer and currently directs the engineering practice for MidAtlantic’s northern New Jersey office. He has nearly 30 years of engineering experience working on land development projects throughout New Jersey, New York and Pennsylvania. His professional experience includes a range of private land development projects in multiple market sectors including residential, retail, hospitality, commercial, mixed-use and other development types, as well as public sector projects for roadway and utility infrastructure. Mr. Mele has offered himself as an expert witness for planning and zoning boards throughout NJ on over 100 occasions and has served as an expert to testify on various legal matters. His career has allowed him to acquire comprehensive knowledge with residential, commercial, retail and recreational projects in urban and suburban markets.

Peggy Steinhauser

Peggy Steinhauser has over 30 years of experience with a focus on the design and management of both land development and landscape architecture projects and is a licensed Landscape Architect. Recent project experience includes shopping center development, downtown redevelopment, waterfront development, hotel & restaurant development, residential development, and many other types of commercial business development. Ms. Steinhauser has made presentations to and testified before numerous agencies in the Tri-State area to secure project approvals.

In addition to Engineering and Landscape Architectural design, Ms. Steinhauser maintains certifications in preparation of storm water pollution prevention plans and compliance inspector of stormwater facilities. She is actively involved in methods of Crime Prevention through Environmental Design (CPTED) and an active member of the International CPTED Association and the National Crime Prevention Council. Ms. Steinhauser holds a master’s degree in civil engineering.

William Wendling

William Wendling is a Professional Engineer with over 40 years of experience and is currently the engineering practice leader of MidAtlantic’s Pennsylvania office. He has extensive project experience with Site Design of commercial, industrial and residential properties. His site design experience includes layout, grading and utility design. At MidAtlantic he oversees project layout and design, stormwater quality and quantity analysis, ensuring compliance with local, state and federal land development regulations.

Sheldon Danley

Sheldon Danley is a Professional Engineer with over 18 years of experience in the civil engineering field. Located in our Pennsylvania office as part of our Civil/Site/LA Division, Sheldon is responsible for managing civil engineering projects, project teams, and maintaining quality control within our engineering division. His most recent project experience includes full land development project management for a self-storage facility and elementary school addition.

Jason Fogler

Jason Fogler is a Professional Engineer with over 18 years of experience in the civil engineering field. Jason has extensive project design experience, including the preparation of site plans for residential and commercial development and redevelopment projects, mixed-use development sites, educational institutions, warehouse facilities and healthcare campuses. Jason brings particular design and project management expertise with a strong knowledge for stormwater management design and value engineering.
